Enabling impactful investments via the next EU budget and Next Generation EU: From policy to implementation

On February 3, 2021, a virtual conference of the European Parliament’s Intergroup on “Sustainable and long-term investment and competitive European industry” was held in the presence of Estelle Goeger, member of the cabinet of Economic Commissioner Paolo Gentiloni.

In front of a large audience, Dominique Riquet, MEP, Filippo Munistieri (DG ECFIN, European Commission), Dr Jan Klasen (Director of Federal and European Affairs at KfW), Herald Ruijters (Director, “Investment, Innovative & Sustainable Transport” at DG Move), Philippe Citroën (Director General at UNIFE), and Gerhard Huemer (Director of Economic & Fiscal Policy at SMEUnited) exchanged views on how to transform European financing into effective investments.

Several avenues were discussed, such as the creation of a project pipeline, a challenge for which the CEF Blending Facility pilot scheme provides a response; and the merits of decentralized EU support for investment, following the example of the InvestEU program for which National promotional banks and institutions (NPBIs) are preparing the implementation.
